right now on "first look," the house approves a budget deal, the fiscal cliff is averted. the deficit expected to grow by $4 trillion, president obama headed back to his hawaiian vacation. contentious cliff talks had one leader telling off another in the crudest of terms. penn state fights back. the mummers are out in full force, and some residents in colorado are enjoying the new legal pot dens. good morning, i'm bill karins, the house has finally given approval to the bill to undo the effects of the fiscal cliff. in the 11th hour, the house voted 256 to 167 in favor of the bill to stop middle class tax increases. soon after, president obama reacted to the compromised bill. >> under this law, more than 98% of americans and 97% of small businesses will not see their income taxes go up. millions of families will

continue to receive tax credits to help raise their kids and send them to college. companies will continue to receive tax credits for the research they do, the investments they make and the clean energy jobs they create. 2 million americans are out of work with, but out there looking and pounding the pavement every day will continue to receive unemployment benefits as long as they're actively looking for a job. i'm very open to compromise. i agree with democrats and republicans that the aging population and the rising cost of health care makes medicare the biggest contributor to our deficit. i believe we have to find ways to reform that program without hurting seniors who count on it to survive. and i believe that there's further unnecessary spending in government that we can eliminate. but we can't simply cut our way to prosperity. i will not have another debate

with this congress over whether or not they should pay the bills that they have already wracked up through the laws they passed. let me repeat. we can't not pay bills that we've already incurred. if congress refuses to give the united states government time to pay these bills on time, the result will be catastrophic. hopefully we will focus on seeing if we can put a package like this together with a little bit less drama, a little less brinksmanship, not scare the heck out of folks quite as much. >> the president doesn't want to scare us quite as much. nbc's tracie potts is on capitol hill. that was a new year's day to remember. >> it was. it was just in time for many americans who were concerned for tax rates going up.

couples who make $450,000 or more will have higher tax rates here. you heard the president also talking about or eluding to the debt ceiling, that's a fight the congress still has to deal with, as the president made reference to paying those bills we already incurred. john boehner was able to gather together 85 votes in favor of this bill, overwhelmingly passed in the stat. not as much -- most republicans voted against it in the house. in the end they were able to get it past. not mentioned as much but something that limb pact a lot of paychecks, remember that 2% payroll tax cut we enjoyed in the past year? that's not a part of this bill. payroll taxes going back up 2%. you will feel that in your checks starting this month. >> thanks. here's a recap of how the drama played out on your new year's day holiday. after the ball dropped around 2:00 a.m., the senate passed a

deal. 30 minutes later, the president released a statement praising the agreement. around noon yesterday, vice president biden meets with the house democratic caucus and tries to sell the deal. then the gop convenes, and we are learn that republicans may be staging a revolt, they want to add about $330 billion in spending cuts to the bill. now let's take it to 5:30 p.m. the house gop meets again. by now, the senate has warned them. they will not entertain amendments, sure enough gop opposition can't gather enough support to pass those amendments any way, which brings us to last night. after 11:00 p.m., house members vote on the senate member as is. they approve it 257-167 sending it to the president's desk. it's interesting to note, 16 house democrats voted against the measure, 85 house

republicans voted for it. behind the scenes, the level of tension between the party leaders extremely high, devolving to nasty name calling. last week reid tocommented on boehner, and yesterday boehner told reid to go blank yourself. he even repeated the comment and bragged about it later. secretary of state hillary clinton remains hospitalized this morning for a blood clot behind her right ear. her doctors say she'll make a full recovery, there's no neurological damage. this type of blood clot is rare and can be very dangerous. robert bazell with more including important warning signs you need to know. >> reporter: the type of blood

clot that struck mrs. clientntos potentially dangerous. it formed in a vein on the surface of the brain. the vein carries blood to the heart and lungs. the big danger is that the clot could grow larger, causing blood to back up into the brain causing a stroke. doctors prevent that with blood thinners that slowly dissolve the clock. once the clot was discovered, mrs. clinton would have gotten an iv drip with a blood thinner replaced a few days later with a pill form. the entire time doctors would be watching her closely, usually in the icu. >> you're answering the patient to make sure they're stable. >> reporter: concussions have gotten attention as sports injuries among children, but mrs. clinton's case is a reminder they can happen to anyone. whether the danger is a rare blood clot near the brain or
